Telstra boss wants more flexibility on penalty rates

Telstra boss Andy Penn has questioned the need for penalty rates to attract people to work outside standard working hours, saying some employees wanted the flexibility to work at night.
Mr Penn said industrial relations frameworks should move towards a principles-based approach and away from a black letter rules approach.
