Joe Hockey was too busy to turn up for the first flurry of political firsts to open the budget session of Federal Parliament.
At the outset of the first Question Time of the new session, Prime Minister Tony Abbott apologised for Hockey's absence, explaining that he was in the budget lock-up, which prompted a Labor MP to interject that locked up was where Hockey should stay.
