When reports of a pandemic in Italy began emerging in early 2020, NBN Co’s then-boss, Stephen Rue, prepared his team for the worst-case scenario in Australia.

Former communications minister Paul Fletcher recalls: “They did phone conferences with the management team of Telecom Italia to ask: ‘OK, tell us what’s happening to your network with the outbreak of COVID in Milan and northern Italy.’ They war gamed it, they prepared it.”
