Pressure is building on the Victorian government to help revive Melbourne’s CBD as occupancy rates lag other capital cities and business groups push for stronger return-to-office mandates.

Occupancy rates in the CBD are languishing at 45 per cent of pre-pandemic levels and almost one in five shopfronts remain empty.
