Tony Foster has good reason to worry about the long-term viability of his Melbourne bakery – it is sandwiched between two office buildings with “for lease” signs out the front.

It’s a common sight on Lonsdale Street, Bourke Street and Collins Street, the three key corridors of the city centre, more than a year after Victoria’s final lockdown ended.
