John Dawkins says his university reforms are 'completely out of date'
In a dramatic repudiation of Labor party policy, Hawke government education minister John Dawkins has called for sweeping reforms to higher education, including fee deregulation, saying that the system he built 30 years ago is not meeting today's needs.
He called for a "major renovation" of policy, to also include greater competition between universities, more explicit price signals for students selecting courses, better efficiency, and a move to teaching-only universities.
