Whenever a seat on the Reserve Bank of Australia board comes up for grabs, the central bank governor and Treasury secretary typically pull out a secret short list of potential candidates for the federal treasurer of the day.

The convention dates back at least as far as prime minister Kevin Rudd and treasurer Wayne Swan in 2007.
