Paul Eldon should be run off his feet. Muse, the restaurant and bookshop he runs a short drive from federal Parliament, would usually be buzzing on a sunny Canberra autumn afternoon.

Instead, the chic location is quiet. Closed since COVID-19 restrictions came into force in late March, the kitchen is dark, the coffee machine switched off, and the only trade is online book and wine sales.
