A Melbourne backpackers’ hostel and the former home of Eve nightclub is set to be turned into a high-rise apartment tower and rooftop dining space under a $97 million plan.

The state government is considering new plans by rich lister Tim Gurner to transform the Southbank hostel and former nightclub premises into a 130.9m high building.

The City of Melbourne has already given the green light to the proposal for the site strategically located near Crown casino, South Melbourne and the West Gate Freeway.

The proposal, which seeks to amend plans approved for the site in 2016, would see a food and drink venue built on top of the 334-344 City Rd tower and a gym opened on the ground floor.

Melbourne councillors gave the plans the green light at a meeting on Tuesday night, paving the way for a decision by Planning Minister Richard Wynne.

Deputy lord mayor Nick Reece said it was “one of the most sought-after development sites in our city”.

“There is high interest around City Rd in particular, with incredible access to the CBD, the Yarra River, world-class restaurants and the Arts Precinct,’’ he said.

“Part of this development incorporates the City Rd undercroft, a prime piece of inner city space.

“It’s vital we ensure Melbourne’s undercrofts are used appropriately as there is a growing appreciation of how these spaces can be used to deliver invaluable new public open space in the inner city.’’

The proposal includes a modified facade, revised building layout and seeks to replace serviced apartments with build-to-rent units.

Proposed amendments for the site, southwest of Clarendon St and north of the West Gate Freeway, also include changes to the tower and podium and widening of a lane to improved public access.

“It’s exciting to see another major build-to-rent proposal for our city,’’ Mr Reece said.
