State and federal attorneys-general will consider increasing the age of criminal responsibility around Australia, part of a plan by campaigners to see fewer children locked up. 

As national cabinet prepares to add justice and incarceration targets to the annual Closing the Gap report, groups including the Australian Medical Association, the Law Council and Change the Record are pushing for the age of criminal responsibility to rise to 14 from 10 years.
