Sophisticated international crime gangs will easily outwit state and federal government attempts to crack down on recreational vaping, according to tobacco industry specialists and retailers.
The federal government’s $234 million strategy, which will be detailed in Tuesday’s budget, will fail because authorities are “stuck in a blame game” about who is responsible for acting, they claim.
