A new plan to cap enrolments of international students and link additional places to institutions investing in new student-specific accommodation blocks could be derailed by local councils.
The proposal comes as the education sector braces for budget measures including an increase in the non-refundable student visa fees and another rise in the bank balance required for applicants. Both of these will prompt potential students to look beyond Australia, experts say.
