A special economic zone, payroll tax relief, a Formula 1 parade, an ABBA concert, free coffee and back-to-the-office mandates are among the pro-business policies being touted to revive ailing Melbourne by leading candidates to become the city’s next mayor.

The City of Melbourne remains the only capital city council in the country where eligible businesses get two votes in elections, while residents get one, triggering a wave of pro-business policies.
