Graeme Head first became a chief executive 22 years ago, heading up the then Sydney Catchment Authority. A former nurse, he has worked across several portfolios in the NSW and federal governments.

This included as state Public Service Commissioner, director general of the then NSW Commerce department and as a deputy in the federal Health and Aged Care department.
