A referendum on an Indigenous Voice to parliament should take place before a model is finalised, according to corporate heavyweights who say a change of government has buoyed the chances of constitutional reform.

Prime Minister Anthony Albanese and a crowd of up to 2000 will attend the Garma Festival in East Arnhem Land on Friday alongside a well-resourced lobby of business heads who say Australians should be asked to vote on the issue of recognition and fairness rather than the details of a Voice.
