Employers in Victoria are being urged to consider work-from-home arrangements, but business and property groups fear the move will be another blow for city businesses still trying to recover from successive lockdowns.

Despite recommending that people work from home if possible and wear masks in crowded areas, the state government ignored health advice calling for mask mandates in schools, early childhood and retail settings.
