The federal government would end up with much greater control over how universities are run and spend their revenues under a massive realignment of incentives, regulation and funding recommended by its higher education review, experts say.
The result could be that vice-chancellors sleep walk their way into a loss of autonomy, seduced by the promise of more secure research funding and a doubling of student numbers over the next three decades.
