Victorian Treasurer Tim Pallas will eke out a $1 billion budget surplus on Monday despite taking a $5.2 billion hit from the property slowdown and facing into more headwinds.

Mr Pallas flagged there will be no major wage rises for teachers, police and other public sector workers, despite dozens of public sector agreements set to expire this year.
