Treasurer Jim Chalmers has warned the record $90 billion surge in off-budget spending by the government would be even worse under the opposition’s plan to build taxpayer-funded nuclear plants.

The mid-year budget update on Wednesday showed the government will spend more than $20 billion off-budget each year over the next four years, as it obscures its spending on key priorities such as climate, education and manufacturing by labelling expenses as investments.
