Regulator to probe toll road operator’s ‘incumbency advantage’

The competition regulator has struck out three of four possible concerns that could spoil Transurban’s planned acquisition of a majority stake in Melbourne’s Eastlink toll road owner Horizon Roads, leaving Transurban’s “incumbency advantages” open to further investigation.

It wants to determine whether Transurban’s dominance becomes so entrenched that participants in future toll road auctions are dissuaded from bidding.
