Amid the toughest trading conditions since the global financial crisis, retailers are gearing up for a new battle over the right for casual staff to become permanent.

Changes to casual conversion rights are a key component of the Closing Loopholes legislation, which the government will reintroduce this month after splitting the bill and securing the passage of several less controversial elements before Christmas.
