RUSSELL St bomber Craig Minogue is claiming a bid to keep him behind bars forever is a “defacto death penalty”.
Proposed law changes to be introduced to Parliament today will name Minogue in the Corrections Act to prevent him for being granted parole.
It comes after the High Court ruled that laws created to keep cop killers in jail did not apply to Minogue because his offence was indiscriminate.

Minogue set off a car bomb outside a police station in Russell St in 1986, killing police constable Angela Taylor.
Premier Daniel Andrews, and other government ministers, promised law changes immediately after the High Court’s ruling and declared: “Craig Minogue will die in jail.”
In an audio recording posted to Twitter today, Minogue said debate over his parole had become about whether he was “a deserving victim of death”.
“The Parliament is pushing ahead with its necropolitical agenda to effectively re-sentence me and bring out my death in custody, despite the fact that Victoria does not have the death penalty,” he said.
“It (the Parliament) continually talks about my death in prison.
“I feel that these words do work in the world and this necropolitical political discourse is that of a defacto death penalty.
“It is like a continuing drum beat about my death in custody.”
Minogue also declared in the 10-minute recording: “well, the news is that I’m not dead yet.”
Attorney-General Martin Pakula said today: “We have crystal clear advice that the changes being proposed by the government in the legislation that is being introduced this week will be effective in ensuring Mr Minogue dies behind bars, which is where he ought to,” he said.
