Meth dealer evicted from public housing after firing his homemade gun, VCAT hears

A DRUG dealer has been booted from his South Melbourne public housing flat after he shot at his thieving neighbours with a homemade firearm.

A DRUG dealer has been booted from his public housing flat in South Melbourne after he shot at his thieving neighbours with a homemade gun.

The Victorian Civil and Administrative Tribunal heard Antony Ingram, a methamphetamine dealer, confronted neighbours Tiffanie Rose and Timothy Craig after he learnt they had stolen some of the drug from his apartment.

Documents presented to the tribunal state about 5.30pm on February 25, Ingram banged on Ms Rose and Mr Craig’s door demanding they return the drugs or “I’m going to blow your f****** head off”, before shooting at Ms Rose.

The bullet passed through Mr Rose’s vest, missing her body by millimetres.

Ingram was arrested and charged with reckless conduct likely to cause death, reckless conduct likely to cause serious injury, possession of an unregistered handgun, drug trafficking and drug use.

Ingram pleaded guilty in the Melbourne Magistrates’ Court on April 3 and was released that day after serving time in custody while awaiting trial.

The Director of Housing argued Ingram posed a threat to neighbours’ safety and served him with an eviction notice, the tribunal heard.

Acting on behalf of Ingram, Legal Aid’s Daniel Nguyen said there was “insufficient evidence of ongoing danger” to warrant his client’s eviction.

But South Melbourne police Sergeant Shane Davies told the tribunal Ingram had approached Ms Rose and Mr Craig two days before the hearing and taunted them, leaving them fearing for their safety should he be allowed to stay in the complex.

VCAT member Reynah Tang said there had been no evidence to suggest the matter of the stolen drugs had been resolved and therefore “there is no reason to believe (Ingram) would be any less aggrieved” with Ms Rose and Mr Craig.

On May 16, Mr Tang ordered Ingram to vacate his flat effective immediately.
