Here are some of Ballarat’s most shocking sex offenders.
Jon Seccull
Former domestic-violence campaigner Jon Seccull was jailed for 15 years on October 18 after subjecting his wife to a series of sickening rapes as punishment for her performance after pimping her out so he could watch from a live stream.
The 43-year-old was found guilty on nine counts of rape, two counts of assault and one count of threatening to inflict serious injury by a jury.
His victim is his former wife, and the mother of his children, Michelle Skewes, who has given permission to be identified.
The court heard how Seccull had “long-held fantasies and cruel desires” and would arrange for his wife to meet other men for sex, having it live-streamed for him to watch.
He would warn her beforehand “not to fall in love” and remind her that she belonged to him.
If she refused, he would punish her.
He was registered as a sex offender for life.
Lachlan Howard
Former “esteemed” karate coach Lachlan Howard was jailed for up to eight and a half years in September over his repeated sexual abuse of a “naive” teenage girl nearly two decades ago.
A jury found the 47-year-old divorced father-of-two teenage boys, guilty of indecency and child sex offences at a trial earlier this year, but he continues to deny any wrongdoing.
Judge Frank Gucciardo said Howard for years exploited the girl for his own sexual gratification.
The court heard the girl, now a grown woman, continues to suffer the irreparable and devastating affects of Howard’s offending, including flashbacks and feelings of worthlessness.
Howard was in his late 20s at the time and at one stage told the girl “I can’t wait until you’re legal”.
He was registered as a sex offender for life.
Edward Bunker
Edward Bunker was released from behind bars after almost two years in February after having sex with a 12-year-old he met online.
Bunker was 25 at the time of the offending with the pair having discussed sex, getting married and having a child after meeting on Facebook.
The girl stayed with Bunker at his grandmother’s Ballarat East home over a couple of days, where they had unprotected sex.
The court heard the girl’s mother contacted Bunker through Facebook, telling him her daughter’s age but he blocked her, preventing further communication.
Bunker pleaded guilty to one count of sexually penetrating a child under 16.
He is a registered sex offender for 15 years.
Jack Loveday
Former Horsham footy umpire Jack Loveday was sentenced to a minimum 18 months’ jail after grooming a schoolgirl he met on social media.
Loveday told the victim she was “sexy” and “beautiful” in messages between the pair and asked her if she would have sex with him.
He then offered his victim cash or to “buy her something” if she stayed at his house.
Loveday later lured his victim to his home where he forced the frightened girl to sit on his bed.
He also penetrated his victim.
Loveday drove his victim home the next day and warned her “not to tell anyone” about “their secret”.
Anthony Cain
Former WorkSafe inspector Anthony Cain was sentenced to a minimum two years and 10 months in jail in August after he was found guilty of raping a woman the same night after

she attended a funeral.
The court heard the incident occurred several years ago.
“The panic … the regret, the anger, you stole ownership of my body and my mind … you raped me physically and mentally,” Cain’s victim said in her victim impact statement.
“I want to move forward … you stole my strength, you stole my past.”
Cain will spend a maximum four years and nine months behind bars.
Daniel Moore
Petrol station attendant Daniel Moore escaped with a three-year community corrections order in March after taking photos of an acquaintance’s toddler as she watched television.
The 35-year-old from Sebastopol took explicit pictures of his three-year-old victim as she watched television inside her home — all the while her unsuspecting father entertained guests in his garage in 2019.
The court heard his offending was uncovered by his former partner after she visited his Sebastopol home to take her belongings.
When she turned on his computer and opened his Gmail account, she saw the pictures Moore had taken of the little girl, which he had sent to himself after deleting them from his phone.
Moore was registered as a sex offender for 15 years.
Todd Head
Todd Head was found with videos of children after he illegally accessed the internet while inside a secure residential facility and has been declared at a greater risk of reoffending.
He was sentenced to a minimum 12 months in jail after pleading guilty to charges including possessing child abuse material.
Head was housed at the Emu Creek residential facility within Langi Kal Kal Prison when he was caught with a mobile phone and an Xbox which could access the internet.
Police caught Head with the chip after searching his room in August 2019.
Head was jailed for a maximum 27 months.
Brad Spencer
Stay-at-home Perth dad Brad Spencer admitted to sexually penetrating a young boy before heading to Western Australia.
He was jailed for a minimum of two years and nine months in March after pleading guilty to multiple counts of sexual penetration and indecent acts with a child under 16.
Spencer started the offending when his victim was 10 and abused him “every chance he could”, the court heard.
He also showed the boy how to masturbate and made the victim perform lewd acts.
The court was told the boy “complied” because he was “ashamed”.
