A man who tricked an unsuspecting retail worker into rubbing oil on his penis under the guise of treating an embarrassing medical condition has been unmasked in court as a serial sex pest with a shocking track record of terrorising women dating back at least 20 years.

The Daily Telegraph can reveal Stephen John Jones, who police have labelled a “brazen, recidivist sex offender”, has more than a dozen convictions for sexual-related offences on a criminal record spanning two states, including an incredible 15 charges for obscene exposure or “lewdness”.

Details of the former truck driver’s depraved conduct towards women can be revealed for the first time after the 69-year-old pleaded guilty in a Sydney court on Wednesday to charges of inciting another to sexually touch without consent and intentionally recording an intimate image without consent stemming from a disturbing incident at a store in Parramatta on November 26.

A set of agreed facts tendered to the court reveal Jones entered the store on crutches and approached a 23-year-old female worker asking for help trying on shorts.

He told her a workplace accident had left him with a partially severed penis and testicles and as a result he had little feeling in his genitals.

He went on to produce a fake doctor’s certificate saying he suffered from spontaneous, uncontrollable and painful erections, which were treated by massaging grape seed oil containing the local anaesthetic Lidocane “into his penis, scrotum and groin area”.

The court heard the woman, who was studying to be a nurse, took Jones to the office at the back of the store to help fit his shorts.

At one stage she noticed he had an erection but dismissed it as his condition and went to get more shorts from the store.

When she returned, Jones pulled out a black piece of linen which he said was a blindfold he could use to ease his embarrassment.

The court heard moments later Jones began groaning in pain and complained his penis hurt.

He pointed to a bottle of oil he’d placed on the desk and asked the woman to rub it into his groin, claiming it helped ease the pain.

The woman initially resisted but Jones begged her for help and she eventually agreed to massage his pelvic and inner thigh areas, the facts said.

However, Jones soon asked for the oil to be rubbed into his testicles and penis. The woman, believing Jones had little feeling in either area and thinking she was easing his pain, agreed to the request, despite feeling “incredibly uncomfortable”.

“Is the pain gone?” she asked Jones, to which he responded “it’s getting there”.

The court heard when the woman made an excuse and stopped the interaction she noticed Jones’ phone was propped up against a computer and had been recording them for close to 20 minutes.

She immediately told Jones she was calling the police, prompting him to grab his phone, frantically pull his clothes back on and run from the store - without the use of the crutches.

The court heard police who arrested Jones a week later found a packet of Viagra pills in his car along with the fake doctor’s note, blindfold, oil bottle and a pair of crutches.

He was taken to Merrylands Police Station where he made full admissions to his crimes.

The court documents reveal Jones has a criminal record dating back 50 years and is well known to NSW and Queensland police for committing similar offences.

“NSW Police information holdings suggest the accused has been involved in multiple sexual offences from 2001 to 2022,” the court documents said.

“The accused is a brazen, recidivist sex offender whose offending has become more frequent and serious in nature. Police believe the accused is an extreme risk to the community.”

Jones will remain behind bars ahead of his sentencing on January 18.
