A  $1.4M development proposal to rejuvenate the three-storey site on South Steyne with an up-market restaurant and bar has been given the green light.

The Manly Independent Assessment Panel approved plans put forward by restaurateur Greg Anderson on Thursday, which will see the site transform into a multi-level venue with a beach bar on the ground level, an up-market restaurant on the middle level and a rooftop bistro on top.

Greg Anderson, who also owns fine dining restaurant Sails on Lavender Bay, said he was delighted at the news.

“We’re very excited, it’s an amazing space,” he said.

“The residents’ concerns have always been at the forefront for us, and they’re justifiably nervous, but part of the independent panel’s decision was looking at all their concerns.”

While the DA was granted approval there are a number of conditions.

Trading hours have been reduced from a 2am close to midnight, seven days a week.

Outdoor dining has also not been approved and will need to be applied for in a separate application.

This includes the outdoor balcony and dining area on the first floor.

Mr Anderson said they have lodged a separate application for the balcony dining area.

“It’s such a beautiful view, we really want the people of Manly and our customers to be able to sit up that little bit higher and have something nice to look at and eat.”

Other conditions include live music to cease by 10pm and the retractable roof on the top level to be closed by 10pm.

The council has also not granted approval for new signage or the modification of existing signage – this too must be applied separately.

Mr Anderson said he wants to get locals on board.

“There’s been a horrible history and they were let down by the other premises,” he said.

There was a total of 18 submissions against the proposal.

Mr Anderson said he has no intention of following in the site’s footsteps and that they were hoping to be open by Christmas.
