Chinese developer’s fresh high-rise vision for Sydney’s southwest

Twelve months after pulling plans for a mega $200 million development in the heart of Leppington, a Chinese developer has revealed a fresh high-rise vision for the site.

Twelve months after pulling plans for a mega $200 million development in the heart of Leppington, a Chinese developer has revealed a fresh high-rise vision for the site.

The company, Topwei One, has scaled back its original plans of 650 apartments and retail space on the 5.5ha greenfield site, lodging a proposal to subdivide the block into four and develop a single portion.

Three high-rise buildings with a total of 169 units, standing up to seven storeys high, have been proposed for the single portion located less than a kilometre from Leppington train station. Retail space is earmarked for the entire ground floor of the complex.

One of the subdivided portions would be dedicated nature space while future multistorey development is expected on the other two.

Greater Narellan Chamber of Commerce president Shaun Pereria told the Chronicle the growth and development of Leppington was “much-needed”.

“It’s a positive step in the right direction,” he said.

“There is an housing affordability issue at the moment so hopefully the development would provide greater accessibility to the market, and the retail space will create more jobs and enhance the local economy.”

Planning documents from Topwei One claim the major shift for the proposed development stemmed from confusing advice from Camden Council.

The developer says the council originally called for the lodgement of plans for the entire site in 2016, before later recommending the developer pull the pin on the original application and propose it in separate stages.

In 2017, Camden Council had raised more than 130 potential issues or clarifications with the original proposal.

Leppington is tipped to be a major centre in southwest Sydney, with the population forecast to spiral in future decades.

A spokeswoman from Topwei One declined to comment to the Chronicle on the new plans.
