A service station, McDonalds and childcare centre could transform a vacant corner lot into a thriving $9m hub along the “spine road” connecting Liverpool CBD to the new Badgerys Creek Airport.
Liverpool council approved plans submitted by DalCo NSW Pty Ltd for a BP petrol station, drive-through McDonalds and a childcare centre for 90 children at 104 Fifteenth Ave, West Hoxton.
Planners for the development state the land will be subdivided into four lots, with the first 10,638sq m area to include the petrol station and McDonalds with an indoor seating space of 192 and 32 carparking spots.
The second lot will include a childcare centre with a maximum capacity for 90 children and 15 staff and a basement car park with 24 spaces.
There will be 20 places for children aged zero to two, 30 spots for those aged two to three years and another 40 for children aged three to five years.
The third and fourth lots will be subject to another development application, with a previous application lodged for 19 residential lots which was rejected by Transport for NSW over traffic concerns.
Planners state the proposed project would “deliver a number of significant public, social and economic benefits to the local community”.
“The proposed development best serve the needs of the local community by contributing to the broad range of retail uses within a balanced and ordered manner, and generate employment opportunities,” planners state.
“(The development) has road frontage to Fifteenth Ave which will in the future provide for the Smart Transit Corridor which will provide access between Liverpool CBD and the Western Sydney International Airport.”
The road – Fifteenth Ave – is considered as the “spine road” by Liverpool council which will connect Liverpool CBD to the new Badgerys Creek Airport with traffic backing up over three kilometres during peak hour.
Transport for NSW advised for the development to “not intrude on the potential future road boundary” as the area will be under investigation for a proposed road widening to “facilitate for the rapid transit corridor from Liverpool to Nancy Bird Walton Airport”.
Planners argued the amended design of the proposal “does not intrude on the potential future road boundary”.
“The impacts of the traffic generation … indicate that there will be no detrimental impact to the performance of the intersections surrounding the site as a result of the generated traffic,” the planners stated.
