Parents are choosing childcare options based on the ratings, yet there are concerns the data may be inaccurate as assessors are failing to revisit some centres for as long as six years.

Early Childhood Australia chief executive Sam Page said it was disappointing there were multiple centres in Queensland not reaching the standards, despite overall improvement.

"(The) 'working towards' (rating) should be in the minority of services by now," she said.

Ms Page said another problem was that state governments weren't meeting targets to reassess centres every three years, meaning many ratings were outdated.

While specific breaches of the "quality areas" are not publicly listed, assessors look at whether the environment is safe and suitable, the centre has experienced educators who safeguard children's health and that educational programs are appropriate.

Education Minister Grace Grace said a "working towards" mark was not a fail, and did not indicate a risk to the health, safety or wellbeing of children, rather that a service had one or more areas identified for improvement.

The Federal Education Department confirmed a review of the National Quality Framework was under way to consider whether it was current and fit for purpose.
