Washington | President-elect Donald Trump could withhold emergency funding from California in a political manoeuvre over water management, raising concerns that the costliest wildfire in US history could leave the country’s second-largest city struggling to recover.

Such a move would add to mounting political pressure on state governor Gavin Newsom, a favourite Republican target whom Trump, who takes office next week, has savaged since the wildfires broke out last Tuesday.
