Governments across the democratic world must speed up the development and deployment of disruptive technology ideas, or risk being left behind by China and other autocratic nations, warns NSW government minister Victor Dominello.

Mr Dominello, the NSW Minister for Digital and Customer Services, said Australia should introduce a digital currency, increase GST by 1 per cent to spend on research and development and move to a four-year election cycle to let governments get reforms done.
