Developers, builders and certifiers will be rated on their record of building failures, finances, complaints, insurance claims and other such factors under a new tool being developed by NSW Building Commissioner David Chandler and data company Equifax.

The ratings tool, the first version of which Equifax is producing but which will also be open to rivals such as Moody's, Standard & Poors and Fitch to develop, will use a wide range of publicly available data to create a risk profile for any planned project, based on the behaviour of the companies behind it.
