Knee-jerk reactions to COVID-19 outbreaks that vary from state to state threaten to undermine the certainty that business leaders need to plan and invest, says John Holland chief executive Joe Barr.

Mr Barr, who oversees operations for the construction and infrastructure company in multiple states, said Australia needed agreed and clear rules about dealing with the virus in advance of future outbreaks.
