The handling of migration cases at the Administrative Appeals Tribunal should be overhauled to stop applicants gaming the system, according to a report by former High Court judge Ian Callinan.

Mr Callinan said a shortage of members and resources meant “deserving applicants will continue to live in uncertainty, and dishonest or ineligible applicants will be able to remain within the country”.
