Incentives, visa restrictions to drive revised migrant flows

A combination of incentives and visa conditions will be used to ensure migrants go to cities and states where they are wanted, under the Morrison government's plan to consult the states on how many people are needed, and where.

Prime Minister Scott Morrison estimated on Monday night that the new "bottom-up" system of setting the annual migration cap would result in a cut of about 30,000 to the current annual cap of 190,000.
