Office tower to apartment block: Inside the new push to fix housing

Planning reforms in Australia’s two biggest states have sparked political backlash, but will buyers and developers fill in the missing middle?

A stone’s throw from the new Victoria Cross metro station in North Sydney sit two nondescript office blocks – 153 and 157 Walker St – a site that could instead provide 520 homes.

Purchased late last year by developer Freecity, the site has just been declared a state significant development by the Minns government, following a recommendation from its three-person Housing Delivery Authority.
