New NSW Premier Chris Minns seems all but certain to head a minority government as Liberals remain ahead in two of the state’s last three seats to be called.

Labor is on course to secure 46 seats – one short a majority – in the state’s 93-seat lower house, as the results for Terrigal, Ryde and Holsworthy remain too close to call almost a week on from election day.
