Kevin Dick was due to open his new restaurant Bar Texaco in Melbourne's inner north at the end of March when Victoria's first lockdown hit.

By June, restrictions had begun to ease as cases numbers in the state dipped and Mr Dick was hopeful he was about to get a second chance to open his Tex-Mex barbecue restaurant on July 31.
