The creation of an Indigenous Voice to federal parliament must be matched with practical steps to address Aboriginal and Torres Strait Islander disadvantage, Anthony Albanese said in a landmark speech.

Addressing the Garma Festival in north-east Arnhem Land on Saturday, the Prime Minister promised to seek every ally to change the Australian Constitution, revealing a simple referendum question to be put to voters before the next election.
