Among the very few who warned way back when that the National Disability Insurance Scheme risked becoming a financial disaster, were businessman Tony Shepherd and economist Peter Crone.

Shepherd and Crone sounded the alarm in the March 2014 commission of audit they conducted for the incoming Abbott government which wanted to get ahead of growing structural challenges in the budget.
