An ambitious blueprint for an incoming Coalition government has urged Peter Dutton to implement an immediate public service hiring freeze and launch a bureaucracy-wide audit to identify departments that had significantly expanded during Labor’s term.

Labor on Monday flagged the federal budget will include an expansion of staff at the National Disability Insurance Agency.
