Education Minister Jason Clare says he is close to securing a $16 billion-plus school funding agreement with the states that the government claims will end the reading wars by mandating phonics in all classrooms as part of a back-to-basics approach to lift teaching standards.
Mr Clare told AFRWeekend he was confident the two hold-out states – NSW and Queensland – would sign up in the coming months. He has been in negotiations since 2022.
