The head of the Agriculture Department has conceded some federal culpability for the Ruby Princess debacle, while the Australian Border Force admitted one of its officers might have stopped people getting off the cruise ship if he had not misread a medical information form.

Appearing before the Senate's COVID-19 committee, Agriculture Department secretary Andrew Metcalfe admitted that officials from his department did not follow procedures, which "impacted very severely on many people".
