Typically, when a leader conducts a reshuffle, he or she calls those who have been shifted or won promotion. The rest wait in vain for the phone to ring.

This time, Sussan Ley said she rang all 54 members of her caucus – winners, losers and the overlooked – because “everyone has a role to play, even if they are not formally in the line-up”.
