The architect of Australia’s student loan system says banks should not be allowed to take graduates’ student debt into account when considering their viability for home loans, and the financial regulator could fix that with the stroke of a pen.
Bruce Chapman, the economist who created the income-contingent loan system for students, known as HECS, said the system was under enormous pressure after decades of fiddling with the settings for political purposes.
