Indigenous rights campaigners said the latest moves to drive down rates of Aboriginal and Torres Strait Islander incarceration will not deliver justice, and slammed a rewrite of the national Closing the Gap targets as "lazy politics".
Prime Minister Scott Morrison on Thursday announced agreement from all state and territory governments for the first reforms of the targets since 2008, designed to end a decade of failure in addressing Indigenous disadvantage.
