Sussan Ley says no to means-testing bulk billing

Health Minister Sussan Ley will keep searching for policies that will impose a "value signal" on Medicare - but means-testing bulk billing has been ruled out.

Health Minister Sussan Ley has ruled out means-testing bulk billing as an immediate fix in the search for replacements for the dumped $5 GP co-payment.

The government will persist with its search for policies that would impose a "value signal" on Medicare, Ms Ley said, and still wants to reduce bulk billing rates for non-concessional patients who can afford to pay.
