The first day of the ASEAN-Australia summit offered a classic illustration of the existing gulf in regional diplomatic cultures and approaches.

During a set piece speech to open the summit, Australian Foreign Minister Penny Wong spoke of the “region’s character” being “under challenge”. South-East Asia, she said, was facing the most “confronting circumstances” it had for decades.
