The defence review has purpose, but where is the money?
Strategy is as much about budgets as the geostrategic situation. The Defence Strategic review moves the dial towards strategic reality but hasn’t yet introduced the necessary budget.
Peter LeahyFormer Chief of ArmyThe Defence Strategic Review is a groundbreaking document framing a new way of thinking about national defence. It is not without problems, some of which will be explained by the fact that much of the meat of the findings will be hidden away in the classified version.
This review purposefully expands on the 2020 Defence Strategic Update’s objectives of “shape, deter and respond”. It recognises that new approaches to defence planning and force design are required.
