Big emitters can’t keep getting a free pass

How hard the big baseline buffers of large emitters are squeezed will be the symbolic and substantive signal of the government’s climate ambition says one of the designers of Australia’s scrapped carbon tax.

Decisions on reform of the safeguard mechanism are substantively and symbolically important.

It is substantively important because it affects around 200 facilities that emit around 140 megaton (Mt) per year, accounting for around 30 per cent of Australian emissions. Many of these facilities have not been reducing their emissions and will need to support the heavy lifting expected from the electricity sector.
